Commander context

Círdan triggers when he enters or attacks; combat damage is unnecessary, and vigilance leaves him untapped after attacking.

Trigger amplification
Panharmonicon increases only the entry-trigger mode; Roaming Throne can increase both entry and attack modes; Strionic Resonator can copy a trigger.
Separate votes
Multiple Círdan or copied secret-council triggers resolve separately and create separate votes.
Illusion of Choice
Illusion of Choice controls votes for the turn, voting does not target, and the effect must still be active when Círdan's vote resolves.
