Elf Commander decks stay relevant because Lathril, Marwyn, Ezuri, Thranduil, and other Elf commanders reuse some support lanes: mana engines, go-wide bodies, typal payoffs, card advantage, graveyard setup, and version-sensitive older cards. The useful signal is support-card overlap across decks, not every Elf card moving together.

Elves are not a single-commander signal. Lathril pushes Golgari tokens and drain, Marwyn pushes mono-green mana scaling, and Ezuri-style shells keep combat payoffs and mana engines relevant across many lists.
