Círdan the Shipwright is a five-mana Simic Elf Noble with vigilance. He triggers on entry and attack, then each player secretly votes for a player. Votes become card draw; players who receive no votes may put one permanent from hand onto the battlefield. The default plan is Political Cheat-Permanents, with Blink, Group Hug, Voting Control, and Opponent Draw as distinct builds.
