Rules Notes
Proliferate lets a player choose permanents or players that already have counters, then add one more counter of each kind already present.
An object or player must already have a counter before Proliferate can add another of that type.
The controller of the Proliferate effect chooses which players and permanents are affected.
Proliferate adds one additional counter of each kind already present on each chosen object or player.
Not every counter is beneficial to increase, so poison, stun, shield, and other counters need context.
Unusual replacement effects or card-specific text should be checked against current Oracle wording and rules references.
